was the poisoned water meant for the Vice President Caroline Reynolds or the president in Prison Break?

I just recently became a fan again of the show. I saw the first season
when they had the show on the air. My question, since I am confused
somewhat on this. The poison that would cause massive cardiac arrest,
but it would look like it was brought on from natural causes, that
they hid in the water, was that meant for the president or for the
vice president? I asking because it seemed like the company wanted to
be rid of Reynolds or did they want her in the big chair.
